Writing the Legion Constitution

For those who would like to know more about the Legion of Super-Heroes, we present selected passages from their Constitution (as originally presented in the text features of AD 324/325).

To qualify for membership in the Legion of Super-Heroes, a candidate must be under the age of 18; must have at least one genuine super-power, which he or she can fully control; and must be courageous and of good character.

Having qualified by passing such tests as may be determined by the Membership Board, the candidate shall then be voted upon. For such voting, a quorum, consisting of 3/4 of the active membership, must be present. A vote of 2/3 of those present shall be required for acceptance.

All Legionnaires are required to continue their scientific education. Special classes shall be set up for this purpose. While off duty, all Legionnaires must attend classes regularly, unless prevented by illness. Failing marks shall be grounds for suspension from the Legion.

The Legion's leader shall be chosen each year in a manner to be determined by a vote of 3/4 of the entire active membership.

Accept in case of dire emergency, no Legionnaire shall go on more than five successive space-missions without a rest period, to prevent space-fatigue (Ammendment 5; AD 318)

Absolute loyalty is required of all members. In the presence of the Legion Flag, Legionnaires must salute. The Legion's duly-elected leader is supreme commander of the Legion, answerable only to the Commissioner of the Science Police. Members must obey all orders from the leader. Failure to do so shall be grounds for court-martial and possible expulsion from the Legion.

The secrets of the Legion - weapons, alarm devices on the clubhouse, etc. - must be kept in strictest confidence. Revealing such secrets to any unauthorized person is grounds for expulsion from the Legion.

Failure of any member to live up to the requirements of Legion membership - such as loss of super-powers, cowardice while performing a mission, etc. - shall also be grounds for expulsion, as shall making false-charges against a fellow Legionnaire. Worthy members losing their powers may, however, be retained in the Legion Reserve.

The Legion Reserve, consisting of worthy former members, rejected members, honorary members and the Legion of Substitute Heroes, shall be prepared to go into action in the event of an emergency when the active members are away on missions or otherwise unable to respond.

Any Legionnaire expelled from the Legion, but not retained as a Reservist, must submit to being hypnotically brainwashed to remove all memory of Legion secrets (AD 350).

The following particulars, not outlined above, have been assembled from the lore itself:

Meetings are chaired by the leader, or in their absence the deputy or acting leader shall preside. A quorum of 3/4 active membership is required to proceed. The chairperson has the authority to recall all away-teams who are able to leave their missions in order to fullfill this requirement (AD 317). Meetings always begin with the reading of the Legion's Constitution (AD 317). Next, a roll call is taken and all members on missions are accounted for (AD 309). The third order of business is the examination of new applicants, and if applicable, the swearing in or new members (AD 317).

Membership requirements define "age"as a candidate's physical, not chronological, age (AD 330 letter column). 18 years is the maximum age allowed at the time of admission. Members are not expelled upon exceeding that age (AD 334 letter column). Candidates for reserve/honorary membership need not meet this requirement (JO 72). "Genuine" power means a natural one not dependent on an artificial device or serum (AD 355, SB 147). Candidates for reserve/honorary membership can have artificially dependent powers (JO 72). Reformed criminals, who have served out their sentences, are not discriminated against provided there is no attempt to conceal their past records at the time of application (AD 316). No one without a super-power can be a member (Clause 2-B; AD 317).

Members are allowed to recommend prospective candidates to the Club, however, no favoritism will be displayed during the application process (SB 125). Applicants are seen in the order in which they are lined up outside (AD 306). All applicants are required to state their name, world and capabilities for the record (AD 306). All successful applicants are required to take a medical examination (SB 125).

Rejectees are instructed to move aside to a waiting area until all other applicants are seen (AD 355). Those applicants deemed potentially dangerous must be immediately removed from the premises to ensure the safety of members and visitors (AD 320). Rejecteees with potential may receive an invitation to try-out again in a year's time (AC 267), a consolation prize flying-belt (AD 306, AD 309), and/or a referral to the Legion of Substitute Heroes (AD 342).

Initiation tests are designed to test the candidate's initiative, speed in action, teamwork, courage, ingenuity and character (AD 315, AD 247). Multiple candidates competing for one vacant position are matched with randomly selected sponsors, who provide moral support to their partners during competition (AD 315). Members other than those in the role of sponsor shall act as judges, observing the competition by monitor board, and computing the scores of the candidates; the candidate with the highest judged score shall be chosen for membership (AD 315).

Those newly accepted must take the following vow: "I pledge always to use my super-power only for the good of all people, and never for selfish purposes or expecting financial reward, and to do my best to aid fellow Legionnaires who are in peril" (AD 301, AD 310). New members are bestowed, by an official representative, honorary citizenship on all United Planets member worlds. New members are also deputized by the Commissioner of the Science Police and become full-fledged officers of the law, with authority to make arrests (SB 147).

Honorary members are required to take part in Legion activities at least twice a year, or they lose their membership (Clause 9, Sub-Clause 12; >JO 76). Honorary members may participate in electoral contests and balloting (AD 323, AD 342, AD 348). It is against traditionfor leadership candidates to vote for themselves in an election (AD 304).

All members wear a Legion flight-ring, a recognized symbol of authority throughout the universe (AD 352). All Legion craft have A-1 priority in any spaceport in the galaxy (AD 359). Before going off-world, all members must record their desitnations into the main monitor board (AD 342). All members have their actions recorded by on the monitor board (AD 342). Legionnaires must uselanguage-learning machines to learn any new planetary language (Clause 6, Sub-Clause 3; AD 317).

The Legion Bulletin is a monthly published club neswpaper designed to keep Legionnaires on distant missions informed about news on the home front. It is also distributed to thousands of law enforcement agencies throughout the universe (JO 106). All members in all branches receive a copy of the Legion Bulletin (AD 343).

The Legion does not accept payment for any deeds but will accept gifts of thanks and appreciation to be kept in the club treasury. An elected Club treasurer is required to keep a detail of the inventory. The leader can use the treasury as he, or she, sees fit (AD 304). Medals, trophies and awards given to specific members are to be considered their personal property and not part of the treasury (AD 301).

In an emergency, whichever Legionnaire best understands the danger, shall command that particular mission (Clause 14, Sub-Clause 8; AD 332).When a commander becomes incapable, mentally or physically, a new leader shall be voted in under normal electoral procedure (AD 332). The leader or acting leader may give the order to disband the organization should membership numbers or morale drop low enough to interfere with Club objectives (AD 357).If a Legionnaire becomes physically or mentally unfit to perform his duties, he must remain under observation in the science hospital for one year (Clause 33-B; AD 317).

Members are forbidden to subvert fellow Legionnaires from doing their duties (Clause 4, Sub-Clause 2; AD 317). Members who fail in their duties must submit to retraining at the Legion Academy (AD 371).Any Legionnaire lying about a mission shall be expelled from the Legion in disgrace (AD 330). Any member who marries must quit the Legion because their affections would interfere with their duties (AD 337).

It is against the Legion Code to destroy life ruthlessly, or in a wanton manner (AD 304, AD 316 letter column). It is not against the Code to destroy life in self-defense or for the purpose of saving life (AD 304, AD 316 letter column).Any member breaking the Code must stand court martial for it. If it is proven to a majority of members that the breaking of the Code was unnecessary, then the immediate expulsion of the accused shall result (AD 342).

During a court-martial, is the duty of the leader to act in the role of prosecutor. He or she must appoint another member to preside as impartial judge (AD 342, AD 345 letter column). The role of prosecutor may fall upon the member who has brought the evidence of another member's rule-breaking to light. In this case, the roll of judge shall be taken up by the current team leader (AD 371). The accused has the right of a defense council in the form of any member who is not already acting as judge or prosecutor (AD 342, AD 371). The accused may wave the right to a defense attorney and defend themselves (AD 371).Should the accused offer no defense or explanation of the charges against them, they are deemed guilty of all said charges and punished accordingly (AD 371).All members except the accused may vote on the outcome of the trial (AD 342).One vote difference on either side determines whether the accused faces acquittal or immediate punishment and an even split always results in acquittal (AD 342).
